Territorial Issue.
This Plate was USED but minimal usage is evident. Other image is on a scanner and shows the far edges of the plate as it s slightly longer than the scanner bed. Actual size is 12.25" by 5.25" which is the normal length but not as high as our size. They may have been converting over from US style plates in English to Tagalog spelling.
